Airlines Must Include Cabin Bag Costs in Ticket Prices Under New EU Rules

Airlines operating within the European Union will be required to include the cost of a standard 7-kilogram carry-on bag in their advertised ticket prices from 2027 under new passenger rights rules aimed at improving fare transparency.

The measure, which has been backed by EU lawmakers, means travellers will be entitled to bring both a small personal item and a carry-on bag weighing up to 7kg without paying additional fees beyond the headline ticket price.

For years, many low-cost airlines have advertised ultra-cheap fares before charging extra for cabin baggage during the booking process. Consumer groups have argued that the practice makes it difficult for passengers to compare the true cost of flights.


Under the new rules, airlines will be required to display fares that already include the cabin baggage allowance, ensuring passengers can see the full cost of travel upfront.

However, the legislation also allows carriers to offer discounted fares for passengers who choose not to bring a larger carry-on bag. Travellers opting to travel with only a small personal item, such as a handbag, laptop bag or backpack that fits under the seat, will be able to select a lower-priced ticket.

EU officials say the changes are designed to strike a balance between consumer protection and airline flexibility.

"Passengers should be able to compare fares easily and know exactly what is included in the price they see," one EU lawmaker involved in the negotiations said.

The move is expected to have a significant impact on low-cost carriers, many of which generate substantial ancillary revenue from baggage fees. Airlines may need to revise their pricing structures to comply with the new requirements before the rules come into force.

Consumer advocates have welcomed the changes, arguing that they will reduce hidden costs and make air travel pricing more transparent. Some airline industry representatives, however, have warned that the reforms could lead to higher base fares for passengers who previously travelled without carry-on luggage.

The new baggage rules form part of a wider package of reforms to strengthen passenger rights across the EU, with implementation expected in 2027 following final approval and regulatory preparations.

Travellers are being advised to check individual airline policies over the coming months as carriers begin adapting to the forthcoming changes.
