Ireland’s Alcohol Guidelines Under Review Following New HIQA Findings

Ireland’s current low-risk alcohol consumption guidelines may need to be revised in light of emerging scientific evidence, according to new research published by the Health Information and Quality Authority (HIQA).

The authority’s latest review suggests that existing recommendations on weekly alcohol intake may no longer reflect the most up-to-date understanding of health risks associated with drinking. It also questions the need for separate consumption thresholds for men and women, finding only minimal differences in alcohol-related risk between the sexes.

Under current Health Service Executive (HSE) guidance, low-risk drinking is defined as consuming fewer than 11 standard drinks per week for women and fewer than 17 for men. A standard drink is equivalent to half a pint of beer, a small glass of wine, or a standard pub measure of spirits. These guidelines were last reviewed in 2015.


HIQA’s analysis found evidence of significant health risks even at relatively low levels of alcohol consumption, concluding that there is no clearly identifiable risk-free level of drinking.

In a separate report examining alcohol-related harm, HIQA estimated that alcohol consumption was responsible for an average of 1,420 deaths and more than 27,000 hospital admissions annually between 2022 and 2024.

The findings indicate that the likelihood of premature death before the age of 75, overall mortality, years of life lost, and rates of hospital admission all increase as alcohol consumption rises.

The report also highlighted that drinking patterns matter, noting that the way alcohol is consumed throughout the week and the number of drinking days can influence health outcomes.

Researchers found insufficient evidence from international studies to draw firm conclusions about the impact of alcohol consumption on mental health.

Commenting on the findings, HIQA Deputy Director of Health Technology Assessment Michelle O’Neill said, “The research published today shows a clear link between increased alcohol consumption and mortality and hospital admission rates.”

The reports are expected to inform future discussions on whether Ireland’s national alcohol guidelines should be updated to reflect the latest evidence on health risks.
